Important Message
The Home Energy Assistance Winter Crisis Program provides a one-time benefit to eligible Ottawa, Sandusky, Seneca and Wood County residents with heating assistance during the winter months. The program runs from November 4th, 2024 through March 31st, 2025 or until funds are depleted, whichever one comes first.
Who is eligible for the Winter Crisis Program?
Households must have a gross income at or below 175% poverty guideline to qualify for assistance and must meet at least one additional eligibility criteria listed below:
- A household member's electric utility has a disconnect notice, has been shut off, or new electric service is being established for the household.
- A household member who is enrolling in the Percentage of Income Payment Plan Plus (PIPP) are eligible for assistance towards their default PIPP payment, or first PIPP payment.
- PIPP PLUS customers are eligible for assistance towards their default PIPP payment.
- Furnace repairs are for homeowners only.

Please submit the following documents with your application (photocopies are acceptable):
- Proof of citizenship or legal residency for everyone in the household.
- Proof of SSN for each member of the household, regardless of age.
- Current documentation of income for the last 30 days for all household members age 18 or over.
- Current, complete bills for your electric and heating utilities.
- Those applying on an applicant's behalf. A current notarized letter is required for individuals' applying on applicant's behalf.
